My turtle has blue eyes and sometimes has 1 eye shut?

sometimes when i see it out of the water it has 1 eye shut and its eyes are blueish.i dont know if its eyes are originally blueish green,but do i have to see a vet or is there a medicine or something.
*NOTE* i dont have a filter but i do change the water every other day or my dad chages it.
it is a red eared slider
i use drinking water and should i take them to the vet?

Are you using tap water? Turtles really need a filter but if you can't get one right now make sure you use bottled or water run through a Brita(or similar)filter.
Also, I have 2 rES turtles and blue/green eyes are their normal color. One of mine has greenish blue and the others is blue.
